GRANT IN AID TO PUBLIC SECTOR UNIVERSITIES FOR CONDUCTING INTERNATIONAL CONFERENCE / SYMPOSIA.
Academic activities are essential for universities and researchers to share knowledge and research. The Sindh Higher Education Commission emphasizes the fostering of research culture in higher education institutions through such events. Sindh HEC awards grants to Public Sector Universities in Sindh to hold International Conferences, Seminars, and Symposiums in order to foster the growth of research culture.
The received proposals go through a tough scrutiny process of a designated experts committee. During 2023-24, the committee approved fifteen proposals to organize International Conferences. The program, planning and execution remains the discretion of host University; however, the representative(s) from Sindh HEC monitor and oversee the whole process.
The Govt. of Sindh has separately allocated an amount of Rs. 50 million in 2023-24 for the conduct of International Conferences / Seminars / Symposia in all Public Sector Universities of the province. The Sindh Higher Education Commission invited proposals through advertisement in leading newspapers.
Sindh Higher Education Commission published advertisement in the leading newspapers, dated 08th & 10th July, 2023, for inviting proposals for conducting International Conferences/Seminars/Symposiums for the Fiscal Year 2023-24. In response to the advertisement, this office received 42 proposals from 19 Public Sector Universities/DAIs in Sindh till the closing date (25th August 2023).
A meeting of the Grant in Aid Committee for International Conference / Symposium was held in the Conference Room of Sindh Higher Education Commission on 15th September 2023 at 3.00 pm to evaluate the proposals received from the Public Sector Universities to conduct International Conference / Symposium. Total 44 proposals from 18 public sector universities across Sindh were received under, “Grant in Aid to Public Sector Universities for conducting International Conference”. Out of 44 proposals, 36 were placed before the committee for recommendation, 3 symposiums and 5 conferences received after due date, which were not discussed in the meeting. The Committee unanimously approved / recommended following proposals detailed as under:

TIME LINE OF NEXT CYCLE WILL BE AS UNDER:
- No Advertisement to be published in newspapers. However, Proposals will be called through letter to all Vice Chancellors of public sector universities. Besides same letter will be shared with Registrars and Director (ORIC) of all the universities.
- The Guidelines, application form and letter will be hosted on Website of Sindh HEC on the first of April every year. Conference/symposium proposal request may be initiated on 1st of April every year.
- The last date for proposal submission will be 1st of August every year (after the start of new fiscal year).
- Academics wing of Sindh HEC will scrutinize the proposals thematic area wise and share with members by 15th of August every year.
- The committee will convene its meeting in the third or 4th week of August every year, preferably on Friday of that week.
- The committee will furnish its recommendations by last week of August every year.
- All the universities are required to submit conference report and expenditure details within 6 weeks of the conference / symposium for re-imbursement of funds.
- The Committee will convene its re-imbursement meetings in 3rd week of December every year and Mid of May every year.
- No grants will be given for any conferences/ symposium held after 31st March.
- No reimbursement cases will be considered / processed after Mid of May every year.
