
Registrars Training at NIPA 2025
Karachi: The Sindh Higher Education Commission (Sindh HEC) successfully concluded a three-day Leadership Development Program for Registrars of universities across Sindh, held at the National Institute of Public Administration (NIPA), Karachi. This initiative was undertaken to enhance the administrative and governance capacities of university Registrars, thereby contributing to the overall improvement of higher education administration in the province.
The program offered comprehensive training on key areas pertinent to contemporary university governance. Topics covered included Human Resource Practices and Policies, Leadership and Team Building in the Public Sector, Automation and Digitization in Higher Education Institutions, Procurement Management, Office Administration, and the Role of Statutory Bodies in Effective University Governance.
During the closing ceremony, a message of Prof. Dr. S.M. Tariq Rafi, Chairperson Sindh Higher Education Commission, was delivered to the participants. In his message, Dr. Rafi commended the initiative and underscored the critical role of professional development in higher education governance. “Registrars are the custodians of institutional processes and play a vital role in ensuring universities run smoothly and transparently. Continuous capacity building is essential for effective decision-making, policy implementation, and institutional progress,” his message read. He also expressed hope that the participants would apply their learning to foster a culture of excellence and accountability within their institutions.
In his closing remarks, Mr. Moinuddin Siddiqui, Secretary, Sindh HEC, highlighted the Commission’s flagship initiatives and notable achievements over the past five years. He emphasized the pivotal role of Registrars in ensuring efficient university operations, upholding regulatory compliance, and fostering a culture of sound institutional governance. “I hope that the registrars of the universities will apply whatever they have learned at NIPA Karachi in the performance of their official duties and will strive to fulfill their responsibilities in a better manner than before,” Siddiqui remarked. He reaffirmed Sindh HEC’s resolve to continue supporting initiatives that strengthen the higher education ecosystem in Sindh.
The sessions, led by distinguished experts, were designed to provide practical insights and strategic knowledge, equipping participants to address institutional challenges and adopt best practices within their respective organizations. The program also facilitated the exchange of experiences, success stories, and unique challenges faced by Registrars in the discharge of their professional responsibilities.
The ceremony concluded with the distribution of certificates to the participants who successfully completed the training. The Leadership Development Program forms part of Sindh HEC’s broader strategic agenda to promote good governance, transparency, accountability, and operational excellence across higher education institutions in the province.
